WHAT:        Limited Submission Proposal for the NIH National Center for Construction Safety and Health (U60)

WHO:          Texas A&M University faculty.  Agriculture, Engineering and TTI personnel may wish to submit internal proposals through their own agency.

WHY:          NIH anticipates making an award of $5,000,000 annually (direct and indirect costs) for a maximum period of five years.

WHEN:        Internal proposal deadline of April 20, 2009.

HOW:          TAMU faculty should submit internal proposal via email for review by the internal selection committee.   

THE FINE PRINT:

The funding agency, NIH, has limited the number of proposals to one per institution.

BRIEF PROGRAM DESCRIPTION:  The NIH National Center for Construction Safety and Health (U60) Program has three main objectives:  conducting research to reduce work-related illnesses and injuries; promoting safe and healthy workplaces through interventions, recommendations and capacity building; and enhancing global workplace safety and health through international collaborations.  The Center should be a direct link to the diverse construction community; serve as a leader in applied construction research; and proactively diffuse and disseminate effective interventions in the construction industry.

This announcement is intended to generate Construction Center programmatic projects (sub projects) focused on three broad topics:  National Construction Agenda goals and National Academies 2008 Program Improvement Recommendations; Emerging Issues in Construction; and Tracking and Dissemination.  Subprojects related to the development, implementation, dissemination and evaluation of intervention and prevention activities or projects may be proposed.  Conversely, projects that fall under the umbrella of the overall strategic goal without also addressing a specific underlying intermediate goal are discouraged.

A Summary Annual Report will be due in January following each budget period.  It will include a Construction Data Center and Information/r2p Repository.  This repository has many purposes:  collecting, analyzing, interpreting and disseminating relevant construction data and characteristics for understanding injury, illness and fatality burden and trends; maximizing the use of public and private data sources for understanding the magnitude of health-safety-sector characteristics and determinants, and a data resource/service for inquiries from stakeholders. 

For each year of funding the budget for the Administrative core is not expected to exceed 25% of the total budget; the Research Program is expected to be about 50-60% of the total budget; the Emerging Issues Program is expected to be about 5-10% of the total budget; and the Tracking and Dissemination component is expected to be about 5-15% of the total budget.

Internal Selection Procedures and Deadlines

April 17, 2009:  Deadline for an email of intent, including the names of the PI and co-PIs, title of internal proposal and a 1-3 sentence description of the project.  Send email of intent.     

April 20, 2009: Deadline to obtain signatures of approval from your department head and college dean to submit an internal proposal to the Research Policy and Development Support Office for review by the internal selection committee.  The internal proposal should include:

(1)     An executive summary, up to three pages, based on the proposal description as outlined in the NIH program announcement;

(2)     Summary budget;

(3)     Project and Management Plans (including team members);

This completed form should be submitted electronically for review by the internal selection committee.

*Once your internal proposal has been received with all of the necessary signatures, you will receive an email indicating it will be reviewed by the internal selection committee.  If you do not receive the confirmation email, please call 5-1812.*

Please read the RFP carefully for specific requirements of the program here.            

Selection of a proposal will be based on NIH guidelines.  The needs of the university’s reinvestment plan will also be taken into account. 

During the selection process, the internal selection committee may contact departments and colleges for their opinions and commitments.  They may also request additional information from PIs.

May 1, 2009: The Internal Selection Committee will notify PIs of the result of the internal competition.

May 15, 2009:  Deadline for full proposal.
