Limited Submission Proposal for the National Science Foundation (09-505) Partnerships for International Research and Education (PIRE)

WHAT:        Limited Submission Proposal for the National Science Foundation (09-505) Partnerships for International Research and Education (PIRE)

WHO:          Texas A&M University faculty, including Agriculture, Engineering  and TTI personnel.

WHY:          NSF will accept proposals with budget sizes commensurate with the nature and scope of the project for a maximum period of five years.

WHEN:        Internal proposal deadline of December 15, 2008.

HOW:          Faculty should submit an internal proposal via email for review by the internal selection committee.

THE FINE PRINT:  

The funding agency below has limited the number of solicitations to three preliminary proposals per institution. If the number of faculty wishing to submit a proposal exceeds the number allowed by the agency, we will conduct an internal selection process. Below are due dates for the program, including the due date for the internal proposal for review by the internal selection committee, the date for announcement of the internal selection, the due date for the preliminary proposal and the due date for submission of the proposal to the agency.

AGENCY:  National Science Foundation (NSF)

AGENCY PROGRAM TITLE:  NSF 09-505 Partnerships for International Research and Education (PIRE)

BRIEF PROGRAM DESCRIPTION:  The NSF Partnerships for International Research and Education (PIRE) Program is intended to catalyze change in U.S. institutions by strengthening the capacity for international engagement.  Successful proposals will describe how the research and education partnerships leverage institutional strengths and commitments to enhance the capacity for international engagement to a level above that of an individual research group.  In addition, there is no specified budget limit for any award; rather, proposals should describe the plan for achieving all of the PIRE programmatic objectives and request the budget necessary to do so. 

Three specific PIRE program objectives include:  enhancing research excellence via international partnership and collaboration; promoting educational excellence via international collaboration and development of a diverse U.S. science and engineering workforce that is prepared to engage with the global community; and developing international partnerships that enlist resources and commitments within and across institutions to strengthen the capacity for U.S. international engagement at levels beyond an individual’s research group, for example, at the level of department, school/faculty, institution and/or inter-institutional network/consortia.

PIRE projects will advance research frontiers because of the significant and specific contributions (e.g., expertise, facilities, sites, data, different approaches/methods and educational opportunities) to the collaboration from international partners.  A significant part of the PIRE partnership must involve undergraduate students, graduate students and/or early-career researchers who are U.S. citizens or permanent residents working on research-related activities at foreign sites such as academic or industrial laboratories or other suitable settings.  Also, PIRE projects should incorporate the transformative use and development of cyberinfrastructure and organizational/human networking to create and sustain an environment that enables U.S. participants to engage internationally whether they travel abroad or not.

Proposers are strongly encouraged to develop synergistic collaborations with a wide range of U.S. academic institutions, including four-year and two-year institutions, in order to take advantage of complementary strengths in international research and/or education and broaden the impact of the proposed PIRE program.  Further, proposers are encouraged to develop synergistic linkages with other domestic and international partners that will enhance the PIRE project, including research laboratories, professional societies, corporations and institutions of informal learning (e.g., museums, zoos).

AGENCIES ELIGIBLE TO SUBMIT:  U. S. institutions granting Ph.D. degrees in science or engineering fields are eligible to apply.

AWARD INFORMATION:  NSF will accept proposals with budget sizes commensurate with the nature and scope of the project for a maximum period of five years.    

ELIGIBLE PROJECTS COSTS:   Indirect Costs (F&A) Limitations:  NONE.     

COST SHARING:  NONE.    

Internal Selection Procedures and Deadlines

December 12, 2008.:  Deadline for an email of intent, including the name of the PI, co-PIs, title of internal proposal and a 1-3 sentence description of the project.  Send email of intent.

December 15, 2008:  Deadline to obtain approval from your department head and dean to submit an internal proposal to the Research Policy and Development Support Office for review by the internal selection committee.  The internal proposal should include:

          (1) An executive summary, up to three pages, based on the proposal description as outlined in the NSF announcement;

          (2)  Project and Management Plans;

          (3)  Summary budget.

This completed form should be submitted electronically for review by the internal selection committee.

*Once your internal proposal has been received with all of the necessary signatures, you will receive an email indicating it will be reviewed by the internal selection committee.  If you do not receive the confirmation email, please call 5-1812.*

Please read the RFP carefully for specific requirements of the program here.      

Selection of a proposal will be based on National Science Foundation guidelines. Meeting the needs of the university’s reinvestment plan will also be taken into account.

During the selection process, the internal selection committee may contact

departments and colleges for their opinions and commitments. They may also

request additional information from PI’s.

December 19, 2008: The Internal Selection Committee will notify PIs of the result of the internal competition.

February 26, 2009:  NSF deadline for required preliminary proposal (due by 5 p.m. proposer’s local time).

August 4, 2009:  NSF deadline for full proposals, BY INVITATION ONLY (due by 5 p.m. proposer’s local time).
